Reads the royalty ledger via the EE billing API, aggregates pending entries per payee, and dispatches payouts via Stripe/SEPA.

Status

Scaffold. The actual stripe.Transfer.create / stripe.Payout.create call is stubbed (TODO). The ledger reader, per-payee aggregator, and ticket builder are functional and unit-testable.
